Maurizio Sarri has decided who his permanent captain will be.
Here, we look at the three men in the running.

Cesar Azpilicueta:
Azpilicueta is a safe choice as he has acted as captain so far this season.
However, if Sarri is of a mind to simply carry on with Azplicueta, why would he have to tell the players and talk to the club first?
The fact that Sarri feels the need to run his choice by the club might simply be courtesy. Or, it could suggest that he has a more surprising choice in mind.

David Luiz:
Stay with me. This surprising choice could be David Luiz. He has started every game and Sarri has spoken of his leadership qualities.
The club would need convincing on the idea, which is, perhaps, why Sarri wants to discuss it first.
Eden Hazard:
Chelsea hope that offering Hazard the captaincy might persuade him to stay. While he may become an even better player with the extra responsibility, some would say it is unwise to use such the prestigious armband as a tool to persuade someone to stay.

Verdict:
It would appear that Azpilicueta will not be the permanent captain. Hazard would be a bolder choice and he is looking like the most probable candidate. However, do not rule out the surprise choice of David Luiz yet.
