Chelsea considered buying Andre from Fluminense in June to boost their chances of signing Manuel Ugarte from Sporting CP.
That is according to Bruno Andrade.

What’s the story?
Well, Chelsea were very keen to sign Ugarte at the start of the transfer window.
Unfortunately, the Blues ended up losing out on the Uruguay international to PSG.
However – according to Andrade – Chelsea were so serious about signing Ugarte, that Todd Boehly was even willing to buy Andre from Fluminense, before loaning him to Sporting CP so the Portuguese giants had a replacement.
Ultimately, the deal failed to materialise after Ugarte made it clear he would prefer to join PSG.

Andrade – a respected journalist in South America – wrote: “In an attempt to sign Manuel Ugarte, Chelsea, through Jorge Mendes, considered buying Andre from Fluminense and then loaning him to Sporting. The deal did not progress, among other reasons, because the Uruguayan player opted for PSG.”
Chelsea could still sign Andre
Interestingly, this deal could still be alive.
According to UOL, Andre – who is represented by Mendes – could be moving to the Premier League, and Fluminense value their wonderkid at a sum in the region of €25m – €30m (£21m – £26m).
Mendes is trying to secure a transfer for the 22-year-old in this current window, and the Brazilian news outlet mention that the 57-year-old super agent is working to take the Fluminense No.7 to England’s top-flight.

UOL do not mention Chelsea, although the Blues are no strangers to the South American market having already signed Angelo Gabriel from Santos, and Andrey Santos from Vasco da Gama.
Therefore, Stamford Bridge could be a potential destination for Andre this summer – be sure to keep an eye on the situation, as anything could happen.
