Chelsea are keen to bring the Netherlands international to Stamford Bridge before the end of the transfer window.
It has been claimed that Enzo Maresca and Simons have spoken as the Blues look to sign the attacking midfielder.
If a deal goes through, Leipzig could raid Premier League champions Liverpool for a replacement.

RB Leipzig identify Harvey Elliott as Xavi Simons replacement
Harvey Elliott is one of the most talented young players in the English top flight, with the 22-year-old winning Player of the Tournament at the recent European Under-21 Championship, and is now on Leipzig’s radar.
According to The Athletic, the German club have identified Elliott as a potential replacement for Simons and have contacted Liverpool over a deal.
It means Chelsea could be the reason why Elliott leaves Anfield this summer, though they do not appear to be any closer to signing Simons.
Chelsea think Leipzig will lower their asking price, but with that yet to happen, the Club World Cup winners seem reluctant to make a bid.
Leipzig also happen to have an interest in one of Chelsea’s players, Tyrique George. George could depart Chelsea amid all the signings that the Blues are making.

Is a Xavi Simons and Tyrique George swap deal possible?
While Leipzig are tracking George and could sign both him and Elliott, a swap deal involving Simons seems very unlikely.
In Germany, it has been reported that Leipzig are not interested in a Simons swap deal despite monitoring George.
Whatever the case, there is going to be a domino effect if Chelsea sign Simons, with George and Elliott possibly joining Leipzig as a consequence.
Simons is not the only attacker the Conference League holders are targeting. Chelsea are keen on Alejandro Garnacho, too.
His arrival at Stamford Bridge would most certainly spell the end of George’s time in west London.
